Questions Received and Responses
Q1: The contract awards are anticipated to range between $110,000 and $120,000 – does this mean each contract of the 11-12 will have an award of around $10k per award/contract? Or is the range projected to be different from that?
A1: Each of the 12 contracts awarded will have a budget range between $110,000 and $120,000.

Q2: On June 17, 2025, my proposal was awarded for a temporary group exhibition at the Metro Art Passageway Gallery at Union Station—”a non-exclusive, limited artwork licensing opportunity,”—installation date and length of exhibition TBD. Am I eligible to apply for the Metro Art, Artwork Design Services for East San Fernando Valley and G Line Stations?
A2: Yes, you are eligible for these opportunities. The RFQ Eligibility requirements state that, “artists who are currently under contract with Metro or have completed an artist contract with Metro within the last three years are ineligible for consideration (this provision does not apply to artists who have completed temporary artwork projects, such as poster opportunities, within the last three years).” The temporary group exhibition at the Metro Art Passageway Gallery is considered a temporary artwork project.

Q3: I would like to have clarification on the medium for this RFQ opportunities. For the ESFV Opportunity, it’s only porcelain enamel work and for the G Line Improvement project, it’s for a glass work or just an artwork inside a glass box (any medium is accepted?)? Could it be a sculpture for the G Line?
A3: This RFQ is for two-dimensional opportunities. The contracted artist may work in almost any two- dimensional medium (e.g. painting, drawing, collage, printmaking, textiles, photography, still digital, etc.) to design the artwork for the station they are commissioned for. The artist will have their final artwork design professionally scanned or photographed (if not initially created as a digital artwork) to submit to Metro as full scale, high-resolution, color correct digital files. A third-party artwork fabricator will then use the artist provided files to fabricate the porcelain enamel steel panels (ESFV) or vinyl that will be applied to the surface of the glass barrier (G Line). Artists will provide oversight during the fabrication process to ensure artistic integrity. The artwork fabricators will be under a separate contract to Metro.
Please see the Virtual Recorded Workshop posted on the Artist Call webpage: bit.ly/ESFVandGLine for examples of similar approaches to two-dimensional artworks on the Metro system.
Q4: Do you need to know for which opportunity the artist is applying for in the letter of interest?
A4: The letter of interest should address the artist’s interest in the RFQ as a whole and may note any special connections the artist has with neighborhoods in the project area, if applicable.

Q5: I’m looking for a little bit more detail regarding the community engagement portion mentioned in the Stage 2 evaluation criteria. Are there specific community engagement expectations, such as town halls, focus groups, or collaboration with youth groups you would like the artist to lead? Does Metro have existing community engagement infrastructure the artist should plug into, or would you like them to propose new ways of connecting?
A5: The preliminary community engagement plan is not a part of the application materials for the Request for Qualifications (Stage 1). Selected finalists will be invited to create a proposal which includes a preliminary community engagement plan during Stage 2 of the selection process. Finalists will be invited to an orientation meeting to go over proposal materials in more detail. Artists can approach community engagement in various ways during the design development, and which corresponds to their artistic process.
Q6: Metro has a distinct budget for the fabrication and installation of the artworks and the artist award is to be used for things such as research, artist fee, artwork development, high res files, and community engagement, is that correct?
A6: Correct. The Artwork Design Services contract covers all design services for the artwork outlined in the Statement of Work included in the RFQ. This includes, but is not limited to research, concept development, final design, technical layout drawings, professional high-resolution production-ready files and color match prints for artwork fabrication, fabrication and installation review participation, travel expenses, overhead, community engagement, participation in project documentation and any miscellaneous expenses incurred by the Contractor in conjunction with the design of the Artwork. Metro will separately manage and cover the cost of the fabrication and installation of the artwork for each opportunity.
Q7: I have tried to sign up for the remaining in-person artist workshops on August 30th and September 4th. However, it appears in Eventbrite that these workshops are full, or ‘Sold Out’. Is it possible to reserve a place for either workshop through Metro directly or attend without a ‘reservation’?
A7: We have opened a waitlist on Eventbrite for the August 30th and September 4th artist workshops, please go to (add website) to sign up and if a space opens up you will be notified through Eventbrite. There is also a recorded virtual workshop available 24/7 on our website, which provides the same information as the in-person workshops.
Q8: How does this new light rail change traffic in Pacoima? How would this project improve or transform it?
A8: You can find general project information on Metro’s ESFV Light Rail Transit Project webpage, which includes information about quarterly community meetings.
Q9: Is there a graphic showing the project area with specific stops on the website?
A9: Yes, you can find the ESFV Project and G Line Van Nuys Station Map on Attachment C on page 16 of the RFQ.
Q10: Are the dimensions of the ESFV stops all the same?
A10: The opportunities are similar for the 11 ESFV stations, but there are some variations in the exact dimensions of the artwork areas for each station. Finalists will receive architectural drawings with dimensions for specific stations during Stage 2 of the artist selection process.
Q11: You mentioned that you want the artwork to represent the community the stop is in. Can you elaborate?
A11: The finalists will be invited to design a proposal for a specific station. The artists will be given information on the station and the surrounding area as a starting point and will be encouraged to do their own research to inform their proposal. Appropriateness of the proposal to the transit location is one of the evaluation criteria.
Q12: Since all of these opportunities result in 2D artworks, do you expect the work we submit in our portfolio to be 2D or a broader range?
A12: The panelists will evaluate your application based on the evaluation criteria stated in Stage 1 of the RFQ. You may wish to show a range of work in your portfolio that exemplifies your artistic practice. Keep in mind the art panel will be evaluating your past artwork for suitability for a 2D opportunity. The opportunity will result in a 2D artwork.
Q13: Let’s say you did a work with someone else, as a collaboration. Can we include that image in what we upload to SlideRoom?
A13: Yes, identify the artwork as collaboration and if you can, describe which part of the artwork was your work and part of your practice.
Q14: How are you choosing the panelists?
A14: All panelists are community-based arts professionals with deep connections to the neighborhoods in the project area.
Q15: Is there a good way to find out about future opportunities for different Metro Art projects, aside from this one?
A15: To learn more about future Metro Art events and opportunities, sign up for our newsletter here.
Q16: How many finalists are being selected?
A16: Three finalists will be identified by the art panel for each of the 12 opportunities.
Q17: For the resume are you looking for an artist CV or just work experience? Can it be two different documents that we upload, or should we combine into one document?
A17: Artists may submit a CV or professional resume. Make sure to include education, exhibition history, awards, honors and publications as it applies to your experience. One attachment may be uploaded in SlideRoom so combine all information into one document.
Q18: Since the artwork opportunity is 2D, would it be possible to do any sort of audio-visual component connected to the community engagement as a complement to the final project? Maybe through a QR code?
A18: All community engagement will need to be completed before the project opens to the public. There is no opportunity for an audio-visual element at the stations.
Q19: Let’s say you already submitted an application, can you resubmit?
A19: UPDATED RESPONSE: If you would like Metro to unsubmit your application please send a request to ArtistOpportunities@metro.net.
Q20: When will you be selecting finalists?
A20: Applications are due on September 22, 20205 at 11:59 p.m. PDT. Finalists will be notified after the art panel has reviewed and ranked the applications.
Q21: What is the start time for this project?
A21: We anticipate the commissioned artists may start in mid-2026.
Q22: If we aren’t selected, will we get notified?
A22: Yes, all artist applicants will be notified.
Q23: Since the art panel is going to be people from the area, will the Community Leadership Council be included because they provide input on the aesthetic of the station, will they be consulted?
A23: The Community Leadership Council will have many opportunities to meet the artists and be involved in the art program as the project evolves.
Q24: What is the process for working with the fabricators?
A24: The artist will participate in fabrication oversight to ensure the fabricated artwork meets the artist’s aesthetic intent. Metro will have a separate contract with the fabricator.
Q25: When you do these artist calls, you have 40% based on education, awards, etc. Can you elaborate on the term education? I know a lot of people are self-taught and are intimidated by that. Can you expand on that word?
A25: Everyone’s artistic path is unique. In the evaluation criteria, education is one component of “Experience.” The art panel will be evaluating experience as a whole based on the resume and letter of interest and this can include any education (formal, informal, apprentice, etc.), exhibition history, awards, honors and publications experience that pertain to your artistic background.
Q26: Would you recommend we submit portfolio images on SlideRoom that show your artistic style, or would you rather see a wide spectrum?
A26: Panelists will evaluate your application based on the evaluation criteria stated in Stage 1 of the RFQ. You may wish to show a range of work in your portfolio that exemplifies your artistic practice. Keep in mind the art panel will be evaluating your past artwork for suitability for these 2D opportunities.
Q27: What kinds of material can be reproduced in porcelain enamel steel?
A27: The art opportunities at the 12 new stations are well suited for artists who have a practice in painting murals, drawing, collage, printmaking, textiles, photography, still digital or other two-dimensional media. There are many different examples of porcelain enamel steel projects in the Metro Art collection that you can reference by visiting metro.net/art or in our stations.
Q28: If we are taking very high-res photographs, do we need to tell you that in the submission?
A28: Please refer to Attachment A: Statement of Work (SOW) included starting on page 8 of the RFQ to understand the file requirements of the contract deliverables for artists who are awarded commissions.
Q29: The deck you used for the workshops, will that be available on the website?
A29: The Artist Workshop presentation has been recorded and is posted on the Metro Art website here.
Q30: I see that there are other artist workshops planned, will they be the same?
A30: All of the artist workshops have the same program. A recorded virtual workshop version is available on our website.
Q31: On the website, do you have all the large-scale projects from the past?
A31: Yes, the Metro Art collection is on our website, metro.net/art. We also encourage you to visit Metro stations and see the artworks in person; the K line has similar porcelain enamel steel artworks as what will be at the ESFV stations. Also, the A Line is closer the East San Fernando Valley and has examples of porcelain enamel steel artworks too (Little Tokyo/Art District Station) and vinyl artwork on glass (Grand Av Arts/Bunker Hill Station).
Q32: Is there an artist you recommend you check out who has done similar things?
A32: Yes, you can visit the Metro Art You Tube Channel where we have many short videos with Metro Commissioned artists discussing similar type artwork commissions.
Q33: Somewhere in the criteria I read that for the application, the image file size is 5MB, is that max or min?
A33: 5MB is the maximum size. In SlideRoom you will be notified if the image file is too large and asked to resize it.
Updated August 25, 2025
Q34: The RSVP for the in-person workshops are sold out. Are there recordings of the workshops and could I still apply without attending the workshops?
A34: A recorded virtual workshop is available 24/7 on our website, which provides the same information as the in-person workshops. We may have a few spots left on the waitlist for the September 4 artist workshop, please go to our website, to sign up through Eventbrite and if a space opens up you will be notified through Eventbrite. Attending a workshop is not a requirement for submitting an application.
Q35: I am attempting to upload my submission in SlideRoom with an iPad but am having difficulties.
A35: Uploading media and documents to the SlideRoom portal is not supported on iPads, tablets, or smart phones. A desktop computer is required to upload files for your application. If you don’t have access to a personal computer, we recommend visiting a local public library, where desktop computers are often available for free public use. If you do not have access to a desktop, you may also forward your media files, letter of interest, and CV directly to SlideRoom at support@slideroom.com for assistance.
Q36: Can you explain about the contract stipulations about artist’s copyright? I am used to granting a perpetual license for the commissioning agency to use my design, usually for any noncommercial purpose, and I don’t mind granting an unlimited license, but I am never asked to relinquish my copyright. Can you explain what intellectual property rights we are being asked to give Metro, since this is a nonstandard element of the contract?
A36: The Draft Statement of Work (Attachment A of the RFQ) is standard for Metro artwork design services. The commissioned artist retains copyright ownership of the Final Artwork Design produced as part of this contract, with a license to Metro. Metro will manage the fabrication of the artwork under a separate contract with a specialized artwork fabricator. The fabricated (physical) artwork produced by that third-party will be owned by Metro, including all intellectual property rights.

A92: There is no required naming convention for images. You can provide information for each image in the portfolio section in SlideRoom.
Q93: What is the largest size and dimensions that I can make each of the images? I mean size in terms of megabytes and measured dimensions of the digital file.
A93: The image must be under the 5MB to upload in SlideRoom. There is no restriction on measured dimensions of the digital file. Please note images submitted will be reviewed on screens of varying dimensions.
Q91: Might you let me know if art and design college students would be able to apply for this opportunity? Or potentially even a class? Or is this strictly open to established working artists and their private studios. Any insights would be much appreciated.
A91: This RFQ is open to professional artists based in Los Angeles County. Professional artists should submit their own applications.
Q92: Is the temporary G line station vinyl on glass the entire bridge that was on the slide in the recorded virtual workshop, as well as the two areas across from each other on the sidewalk,
OR is it just the two areas situated across each other from the sidewalk? Also how long is temporary in general for this separate G-line vinyl contract.
A92: One artist will be commissioned for a temporary artwork spanning the glass barrier on both sides of the platform at the new G Line Van Nuys Station. This opportunity does not include areas on the sidewalk level. The G Line Station is anticipated to open for revenue service before the ESFV Station construction is completed. The current G Line Station configuration provides an opportunity for artwork to be temporarily displayed on the glass barriers before connections between the two stations are under construction.
Q93: I have a quick question about the general information in my application. I have everything ready to go and submit but I realized my old phone number is registered and I don’t see where I can change or update it. In the form where it asks for the most current phone number, I did put my current number, is that okay or would the system get confused and still reference my old number?
A93: Applicants can receive technical support for applications by emailing support@slideroom.com.
Q94: Can you please tell me if Artist Teams can apply to the Artwork Design Services East San Fernando Valley and G Line Stations RFQ or are only Individual Artists eligible?
A94: Artist Teams are eligible to apply.
Q95: Could you please confirm the following? Age requirement – Is there a minimum age (e.g., 18+), or may high school students apply? If minors are allowed – Do you require parent/guardian consent and/or a co-signer? Are minors permitted to apply as individuals, or only as part of a team led by an adult/teaching artist? Any restrictions on contracting/payment (e.g., W-9, work authorization) for minors? Portfolio/resume expectations – Any flexibility for youth portfolios (class projects, murals, community art, digital work)?
Mentorship pathways – If minors can’t apply as leads, is there a recommended path (e.g., listing them as collaborators/assistants, or connecting with selected artists for mentorship/apprenticeship)?
A95: The Call to Artists is a Request for Qualifications for professional services contracts with significant responsibilities. Artists should review the Draft Statement of Work (Attachment A of the RFQ) to understand the level of work and commitment required, and to determine individual suitability for these competitive opportunities. There is no mentorship program outlined as part of these opportunities. Please sign up for Metro Art emails to receive notifications about future art opportunities and events.
